Justin served for over 26 years in the fire service, retiring in 2025 as the Fire Chief of the Santee Fire Department. He continues to advocate for emergency preparedness throughout the state through his role as the Emergency Management Section President for the California Fire Chiefs Association. He has worked as an Adjunct with Miramar College since 2014, providing instruction on fire service command operations and instructor methodology on behalf of State Fire Training.

I am a retired Police Officer with the San Diego Police Department. As is the case with most officers, I have had various assignments during my career with SDPD. Probably most relevant is my prior appointment as the Human Relations Core Instructor assigned to the Regional Police Academy. I look forward to assisting students along their educational journey.
