Dr. Maureen C. Rubalcaba has been named Acting Dean of Public Safety, effective September 21.
Dr. Rubalcaba brings more than 22 years of leadership experience in the California Community College system, including over a decade of direct leadership in public safety academy operations and training. She currently serves as Dean of Instructional Learning Technology and Learning Resources at San Diego College of Continuing Education and previously served Miramar College as Acting Dean of Student Development and Matriculation.
Her public safety leadership experience includes serving as Associate Dean at the Ben Clark Training Center in the Riverside Community College District, where she oversaw California P.O.S.T. regulatory compliance for Basic Sworn and Correctional Academies, managed high-liability training facilities and operations, and supported regional law enforcement and public safety training partnerships. She also helped develop Moreno Valley College's first Associate of Science degree in Fire Technology in collaboration with the State Fire Marshal and regional fire service leaders.
Dr. Rubalcaba holds a Ph.D. in Higher Education Leadership and Administration from Liberty University, a Master of Education in Curriculum and Instruction from Chapman University, and is a proud community college alumna. Her combination of public safety academy expertise and broad institutional leadership experience positions her well to support Miramar College's Bachelor of Science in Public Safety Management and the San Diego Regional Public Safety Training Institute.
